So I wrote a very direct email to him, basicly stating It has to be 100 percent done with her, no phone calls, or I'm out.
His email response this morning:
I WILL do what you require. I will have to wait until the next time she contacts me. That may be some time before she does. Until then, do you want to put our plans on hold until that time

I just got an email from him in reply to mine. He writes:
So when she calls him, there is NO caller ID number to return the call?
I agree, Pacific- the way he is asking YOU what to do next. As if whatever happens, it is YOUR problem/fault/wantings and he is not responsible for anything that happens. It's like he doesn't like being told what to do- because it's something he doesn't want to do. And he is only doing it because you asked him to, not because he actually "gets it" just WHY he shouldn't be talking to Broom Hilda.
