To make a long story short, we have been living together for 6 months. Everything is great and I'm ready to make this permanent. He says he is not. I don't understand his thinking because after all, we are living together. I don't want to rock the boat but I am trying to understand what is going on with him.

Did you ask him? I know you made your post short, but am curious. If you are looking for a permanent relationship and he is not, then he might not be the one for you.
Maybe ask him what his long term vision for your relationship is. If it isn't what you are looking for, then maybe it is time to go looking for what it is you want.
