one plate per guest

I have posted before that we are having a small wedding on a small budget. I was able to find a venue that has catering g available. I looked around for an outside catering that would work with our budget but it was impossible.
Our cater had several options and was able to work with our $11.00 per person budget. The unlimited buffet as far over our budget so we went with the one plate per person buffet li e. Our guests have their choice of 2 entrees, salad and rolls. We think that is plenty of food for a 4hr reception. We have had some people say that its not enough food and we should consider having some more food for our guests.
In my opinion it is not our responsibility to make sure that everyone is filled to the brim, am I wrong for thinking this?

I want our guests to have a great time and have everything look amazing. I have a great friend that is helping me organize and plan everything. My fiance, bless his heart, is trying to help. I have given him a few jobs that are right up his alley. I know he will do a great job.
The cookies are a great idea! I could easily have cookies made for the reception. I make different kinds of candies that I could have at the reception too. I make chocolate covered cherries, turtle clusters, buckeyes (peanut butter ball covered in chocolate) and a few other things. I think all of it would go over great at the reception too.
There is no where I can make cuts in our budget. We are only serving beer and a champagne toast. I have already cut my decoration budget and my dress budget. Our photographer is a family friend and she is taking our pictures for only her processing fee of $200.00. The DJ is a friend of one of my Bridesmaids and he is cutting us an incredible deal. I have been very thrifty and keeping tight ranes on our budget of $6,500.00.
My fiance and I considered setting up some finger food trays i.e. Cheese and crackers, veggies and dip to be available after the ceremony. What ever else we do has to be very inexpensive but still pleasing to our guests.
There will be servers at the buffet so I guess its possible they may stop them from getting more until all of the guests have had a chance to go through once. If I am paying for food for food 100 guests and not everyone shows that rsvp then I expect that my guests could go back for more.
I am going to have to call the cater and ask him what his policy is on this.
Is this for a lunch or dinner meal?
I guess I wouldn't be sure how to prevent a guest from going back up to the openly displayed buffet to get another serving.
Will they be stopped by a server or will you have a sign out?
Or someone can go get a seconds until the leftovers run out?
