Confused? IS this a low carb diet?

It seems to be a low carb but then in phase two, you add in foods that are clearly not low carb like brown rice or whole grain bread. IS it more important to look for foods that say"low carb" like low carb bread or low carb ice cream or to pick foods that have low suger but may have high carbs? What about items like whole wheat pasta vs low carb pasta? I don't really get a clear understanding of the diet from reading the book. Also, in phase 2, youare allowed to drink lowfat or non fat milk and yogert. Don;'t these have much more carbs than whole milk or cream? What about cheese? After phase 1, do you continue eating low fat cheese? What about dressings? Are regular dressing okay as long as the sugar content is low?
Does anyone else feel like they are eating way more calories in phase 1 than accustomed to? Yesterday, I ate the tuna salad that was in the book and it had 500+ cal. I had all natural , low fat peanut butter for a snack because I was starving. I hope all these nuts and oils help me lose weight not gain. Has anyone gained weight on this diet?

SBD is a "good carb" and "good fat" diet, not a low-carb diet.
