If they aren't mixed in with eggs, I can't stomach vegetables at breakfast.

Now that I'm at phase 2 is it OK to drop the 1/2 cup of veggies on the days when I enjoy oatmeal or yogurt?

You need to get 4 1/2 cups of veggies in each day in all phases.

I often skip the veggies for breakfast and have them for a 10:00 a.m. snack (celery & peanut butter for example). I figure if it's before lunch, it counts. ;-)
