Question for Cathy about flank steak

Hi Cathy. How are you today? I have a question for ya. I have cooked flank steak two times now and both times the steak was so tough to eat. The first time I used a meat tenderizer and I think some balsamic vinegar marinade. The second time I just used vinegar marinade, and let it sit for about 20 minutes. What are your thoughts? Could it just be where I purchased it from? (Super Wal-Mart)Thanks for your time.

Flank steak is usually very tender.
