I've been eating oatmeal for breakfast now that I am on P2, but I'd like to make some vegetable, beef, barley soup. Do you think it is okay to have oatmeal for breakfast and veggie, beef, barley soup for dinner in my first week of P2? That would be my only 2 starches for the day.

Both oatmeal and barley soup are acceptable foods for phase 2. However, if you are in the first week of phase 2, you should be eating one fruit and one grain daily. Then, in week 2 you may have two fruits and two grains and in week 3, you'll have three of each.
