I just had to host a bunch of scouts at the house for ds15 to do his Eagle project; most everyone orders pizzas but at least around here, that's not cheap. So one day I made spaghetti and the other I made chili. They're much cheaper and my ds liked that it was 'homemade'. That is, if you're interested in cooking!
Another thought - do you have any parks around that have shelters/pavilions along with fireplaces? You could do hot dogs and burgers, and they could be outside, play ultimate frisbee, or baseball, volleyball, touch football, etc., or other things like that but be able to come 'inside' where there's a fire (could be wood with hotdogs on sticks, or if it's a grate, then could do those and burgers over coals, which are still a welcome warmth). Hot chocolate, chips, cookies, s'mores...as long as there's plenty I'm sure they won't be too worried about what the food is.
