Our school district sent out a letter asking if we were interested in being a part of this. Basically it is a directory they are going to publish and it will contain the names of parents who agree to the guidelines which include: events inside or outside our homes are properly chaperoned and do not include use of alcohol, tobacco, or other drugs by minors; we will be positive role models for our children and their guests whle they are in our home; we will support each others' curfew rules; etc.

I think it is a good idea. Our school never did anything like that, and honestly, even if it had I may not have signed up. I really believed that none of our DSs' friends' parents would ever allow alcohol or not chaperone when a bunch of kids were there. Naivety, I guess. Later I found out some of their parents were overly permissive and not vigilant, and they are respectable people whom we like--just never thought they'd allow it.
Just know that if your kids go to one of the "safe homes" for a sleepover, they could sneak out and partake at an "unsafe" home. We found out ours did. Even so, I like the idea--it makes all parents more aware of our responsibilities.

The only time I ever heard of something like this around here is on big nights, like Prom. Good idea, especially for the kids who just want to get together and have a good time.
On the down side, I could see some folks taking advantage and having it come back to bite me in the butt.
My DD16 attended a private Catholic school freshman and sophomore year and as part of each years' registration packet, parents were asked to sign a 'School Cares' pledge, very similar to what you are describing.
