That's a tough age. I only recently got my DD a subscription to Seventeen magazine. She's 16 now, so I figure she probably knows a lot of this stuff from her friends, movies, music, and other discussions we've had, etc. But at 13, I think she read Teen People or Teen Vogue from time to time. Of course, you should go to a newsstand and look at the current issues yourself first if you're worried about it.
It's kind of amusing that we were visiting friends a couple of months ago, and my DD told me afterwards that she was concerned that their 11-year-old daughter was reading Seventeen. She thought it was completely inappropriate at that age. I just love it when I hear my words coming out of her mouth! If I had said it, I'm sure I would have gotten the eye-roll!
I'll ask my DD16 when she gets home. I remember there was one mag she got a few years ago that was pretty OK - I think it was Cosmo Girl - an overemphasis on being pretty and popular IMHO, but not as bad as some of the others! She gets Glamour now - which is pretty much all fashion stuff.
I've never seen Teen Vogue, but I have seen Teen Cosmo - even Seventeen (which IMO can be a little over the top for a 13 y/o) is less racy than the issue of Teen Cosmo that I saw.
At 13, I don't feel either are appropriate really. My 20dd didn't get Teen Vogue until she was 16 and I never would allow a cosmo in a house with teen girls - My God - but, to each her own!

My girls loved the New Moon and Girls Life magazines before they were 16 and for the years leading up to and around 9-13 they loved American Girl magazine, though your dd may be beyond that.
Isn't there a Teen People now on the newstands? If she's that into celebrity gossip, that may be the magazine for her, especially since she will be reading about other teens....I don't know - I hate thost kinds of mags, but my girls have always loved People mag.

There aren't too many teen girl magazines that aren't trashy. Although, I've heard GREAT things about New Moon Magazine (http://www.newmoonmagazine.org/home/index.html), so you might want to check that out :)
