I can buy a variety of whole wheat flour in our Natural store...or even WalMart for that matter. I use Wheat Montana flour, they have a white colored WW flour (which I'm 90% sure is legal) it states that it is made from a light colored wheat plant. It makes wonderful cakes and pies. It is really fine, not course like so many other WW flours you find!

Hope this helps!
