Arrowhead Organic Baking Flour Blend?

I made a batch of whole grain (WW pastry, WW flour, whole oat flour) sugar cookies and I was unhappy with the taste.  They were definitely edible, but they still taste too "wheaty".  DD and I are making sugar cookies as part of her gift to her daycare teachers for Christmas.  I am convinced there is an almost healthy way to make these.  I used Splenda for baking which I know isn't legal, but is as close as I can get without sacrificing texture. 


I found this Arrowhead Organic Baking Flour Blend at Kroger recently.  I haven't purchased it yet. 


Can someone please tell me if this one is close enough on fiber, etc, to be legal?
