Need some help

I clean Owen's litter box everyday. Sometimes twice a day. I usually clean it as soon as I get up and Owen watches me the whole time. This morning the kids were really hungry so I came down to get them cereal before I cleaned his box. My laundry room is off the kitchen. Owen followed me downstairs and watched me get the kids cereal then he went into the laundry room where he knew I was watching him and peed on the washer then ran to the other room. I cleaned it immediatly with soap and water and then went upstairs and cleaned the litter box which he then used immediatly. I closed the door to the laundry room so he can't get in their and pee again and he has never gone anywhere else in the house. Was he angry with me for breaking the cleaning routine? I know that I need to clean the spot again with something that will get rid of it completely but I don't have anything yet. I read that white vinegar is supposed to work and I can't really afford anything else right now. Has anyone used vinegar? Does it work? What do I need to do to keep this from happening again?

Many times when any cat urinates innapropriately, he/she may have some degree of infection (this is about a 95% ratio...), he needs to be checked for a UTI and if that is ruled out, then it would be behavioral.
