I think it was important for you to text him and ask him out for drinks.

Well complicated...the first couple times I met him out...last week on friday i asked him out to go somewhere with me that i had tickets for and he said he wanted to but had no money..I told him the tickets were free and he still was hestiant but changed his mind..While we were out he explained he is tight on money right now and was sorry about it..Well Sunday he came over to watch movies at my house and monday..Wed he wanted to come by but to late and yesterday I asked him out for drinks and he said he would love to but meeting a buddy...So?

It could be a little bit of both. That because of his financial situation he doesn't want to get involved with anyone right now. A lot of guys don't feel comfortable having to depend on the girl to always pay for stuff. It's not something you can make him feel okay about if he doesn't.

I wouldn't push to hard. If he is interested, he will make an effort to get together and not just depend on you to invite him. At this point, I think you should lay low and see if he contacts you.
