Restraining Order?

Hey-
He showed up drunk last week and proceeded to close the door loudly a few times late and raise his voice at me in anger.
IN addition he drove like a jerk and rasied the attention of security in the development where I live.
Now the police are looking for him. Apparently one of my neighbors has requested a restrainig order against him- he doesn't interact with this neighbor- has never had physical contact and the neighbor has never seen him physically mistreat me.
I didn't know that restraining orders could be issued without violence--??
Does anyone know about them in NJ? Can an order be requested due to noise? can it be issued on my behalf without my permission or desire to have one? can it be ordered for careless or reckless behavior?
He blames this all on me- he says if I hadn't been ragging on him that he wouldn't have been in this state and everything would have been okay.
Sigh
Yeah I know- I know-
If anyone has info on restraining orders---Everything I've looked up has to do with domestic violence but does not seem to explain the kind that is issued in this case?
