It's called the law of attraction. You will attract what you "are" into your life. My experience has been that when my mania is acting up and I'm chaotic, I will attract chaos into my life. It has to do with being in vibrational harmony with the universe. There's also a belief that the universe only wants good things for you, but if you act or re-act negatively you put up barriers that will isolate you from all the good things the universe has to send you, because you dwell in negativity and disconnect yourself from the source of all well-being.
However, if you can achieve a positive vibration and send that out, you should attract positive vibrations back. Alot of this is training - training yourself not to react negatively to situations, training yourself to move away from chaos when you see it and not inject yourself into the chaotic situation, and letting go of negativity in your life.
I do believe this works, and I'm sure there's a much clearer way to articulate it. Wayne Dyer's books cover this subject very well. I don't know who Andy Andrews is, but if you find any information on him, I'd love to hear about it. I'm ALWAYS looking for a way to improve my universal vibrations!
Although 90 percent of the time I do choose to act and react positively, I find that when I don't - when I allow my addictions to rule my life, when I "doubt" the universe (in my case, I call the universe "God") negativity reigns my life. When I relax and trust that all is as it should be and I'm loved and protected by a higher power that wants only the best for me, I live a more balanced and serene life.
That all being said, BP sometimes makes it impossible to live in positive vibration, and I don't think we can necessarily help that. The best we can do is take the right meds and try to reprogram ourselves to expect the best and be open to whatever life experiences come our way, trusting that we are a work in progress and God has a wonderful plan for our lives. Easier said than done, I know! LOL.
