I agree with the others. First, identify what schools or programs she would have access to with testing that otherwise she would not. Next, decide if those schools or programs seem like they'll be an appropriate fit for your dd. Next, if you think they will be, investigate which test(s) would be considered valid criteria for acceptance. Finally, pursue testing.

I am also in PA; not sure if there are too many options in public school because they did away with most gifted programs.
I think the quality of the school is the most important thing.
