Hmm...I would say it depends on what you need them for. If it's just decorative to make it look nice on the inside, you could get away with pretty curtains. If you need them for privacy, then a thick curtain, or some sort of shade with curtain over top would be good.
When DH and I lived in a not-so-good neighborhood, we used bamboo shades so that light could come in during the day, but people couldn't really see in. At night, when our lights were on, people could see in though, so we had curtains that we could pull closed for privacy.

In general I prefer curtains because they come in so many varieties, but they're a pain to clean. Good quality vertical blinds are functional and much easier to clean, but lack any real flair. The only reason to combine the two is if there's too much light getting in.
