HCGs falling so slowly after methotrexate for ectopic, please help

I could really use some support/advice in dealing with the ongoing treatment for my ectopic pregnancy. On Feb 21, I was diagnosed with an ectopic pregnancy, HCGs at 1330 and a mass in the left tube. I had a dose of MX. Four days after the shot, my levels rose to 2100 and then began to fall, but my doctor had me get a second dose of methotrexate, which brought my level down to about 560 as of March 16. Because the levels are falling so slowly, my doctor ordered a third dose of methotrexate on March 16. My levels as of March 21 were 297 and as of yesterday, March 27, they were 200. I don't understand why they are falling so slowly, especially now that I have had three doses of methotrexate. I'm worried this is just going to go on and on. I can't seem to find any examples of women whose levels have dropped as slowly as mine are. I'm very scared that this wont resolve without surgery.
