Hello, my name is Roy and I am married to a Filipina 24 years younger than me, we have a wonderful relationship and everything is going great in our lives. Recently my wife's period was late and so I got her a pregnancy test kit, it was negative.

Basically what I got from your post is that you want some stranger to impregnate your wife. :/
Creating a child is extremely emotional and having your wife have sex with some guy...
You're looking at a ton of issues aside from emotional ones: legal issues as this guy would be the father of the baby and safety issues - the person would need to be thoroughly screened for all STDs and blood tested and so on.
Honestly, it would be 'cheaper' in the long run to go to a reputable sperm bank and do an at home insemination should you choose not to do the reversal.

The fathers on here that do go through a vasectomy reversal do so because they want another biological child with their partner. Many times it's a new marriage, such as in your case, or they had the vasectomy without realizing that they would want another child together down the road.

Look into sperm banks and home insemination, that would probably be the best way to go if you don't want a reversal.
