Interpreting instructions ?

I'm working on a star dishcloth the pattern can be found at http://www.jimsyldesign.com/~dishbout/cpatterns/jstar.html My question is for the very beginning that says chain 4; work 9 dc in first st of ch - am I interpreting correctly to chain 4 and do 9 double crochets in the first stitch of the chain? To fit 9 dcs the first stitch would have to be pretty big right? or am I reading this wrong?
