I use them all the time, for everything.

For wiping up, for drying hands, as substitutes for napkins... we use them ALL the time!

When I worked in housekeeping jobs,
none of the resorts used paper towels for cleaning and dusting.
We always used old washcloths and cut up towels .
(The laundry always washed them in bleach and detergent).
It is the most frugal way to get the job done, and cloth holds up better for dirty jobs.
Besides, guests prefer to smell the bleach we used for cleaning,
and know that we use it in the laundry.
And for my self,I like to use my household budget for other things.

I don't use them nearly as much as most people, I don't think. But I use them sometimes. I use rags or a sponge when others would use paper towels. It's usually just laziness when I use a paper towel, b/c I don't like to have to wash rags. I'm not a germ-a-phobe, & I don't have kids, so I don't mind using a sponge. I don't like paper towels for environmental reasons, & for cost.
