I noticed that some people have CUSTOM photos along side their names in their posts: photos of themselves, etc.
Can only CL's do that or can all members do that? I just went all thru the "profile" and "board settings" and did not find a place to upload my own photo nor to point to a photo I already have online.
Did I miss it or is this feature only available to CLs???

Yes it is a feature that only CLs and CMs have access to.
iVillage just recently (about a month ago) made the little icons (my flower and your peace sign) available which is nice to try to add a personal touch to your posts.
