Credit Card Debt...

i have a credit card debt of $39,000 and they been calling me and sending me a settlement letter about reducing my monthly payment and etc..but the problem is,i have been unemployed for 4 yrs now with no income coming in and i have 4 kids and i am having a hard times to find a jobs maybe because of my cc debts..i don't really know what to do and i cannot afford to get a lawyer since i don't have money to pay for it..i really need help to solve this!is the bankruptcy is the best option?

I'm sure it's very very difficult to receive settlement offers when your current situation doesn't allow you to take advantage of the offer.
