I'm behind on one cc bill....now that they added late fees and since the late fees put me over my balance I now have over the limit fees...all said and done I owe over $600 in fees plus the original payment.

I have thought about your situation and wanted to share some thoughts with you.
To cut to the chase my answer is yes, the CC company can certainly refuse to work with you on establishing a plan to get caught up.
Just so you know how it ended....after I talked to the last person at the CC company I was totally frustrated.
