Law to benefit advertisers

I was reading the paper over someone's shoulder on the bus last night and saw an article about new legislation that would make it illegal to fast forward over "promotional" segements of DVD and videos (at both the begining and end). This law is written so generally that it would technically be illegal to fast forward over commericals if you video taped or tivo'd a TV show. There is an exception for sexually explicit or gruesome segements, which you may still fast forward over.
Apparently, this clause is written into a bill to strengthen laws regarding the ownloading of music and other copyrighted material.
Does this irk anyone else, or I am over sensative? I don't like to be told what I have to watch. I don't like that someone would even think of this? Who does it benefit? This is not about protecting copyright. Its about forcing people to watch commericals, so that we go buy their products. And you there are already parts of the DVD you can't skip over (like the federal warning). So imaging if there was a law saying you had to play every ad or preview on the disk before you could see your movie.
On the opposite end of the spectrum, my daughter was given a Care Bear DVD that had an immeidate play feature. Wonderful if your kids are driving you nuts and you need to occupy them long enough to make dinner -- but don't want to stand around waiting for the DVD to finally be ready to play.

That's ridiculous! We are so bombarded with ads already. They're everywhere - billboards, store windows, tv, magazines, buses, the internet (banners and those cursed ppopups!), and even in the movie theatres now, along with the previews. Jeesh - in the past few weeks I even noticed a pizza place advertising DURING a tv program - a little icon and phone # displayed itself down in the corner of the screen!!! It's enough to drive you bonkers.
