In the mail came a letter from the association company informing us that ~
1) the monthly dues would be increasing by $10.00
2) residents must sign up for direct withdrawl from checking or savings for the monthly payments and if you didn't you would be assessed and additional $15.00 fee annually!!!
I have never heard of such a thing! An extra fee for not doing direct withdrawl? I'm steaming over this.
Has anyone else encountered this with any other companies?

Actually, my car insurance company does something like this.
They don't word it that way though. They tell you that if you do direct pay then your monthly charge goes from $4 to $1, essentially saving you $3 a month. Heck, that's $36 a year.
I signed up for it, but not for that reason.

I would be steamed,too! I have had bad experiences with h/o associations, one reason why we moved. That and I had a home biz (big no no for most h/o associations). Come on, it is babysitting for goodness sakes! I am not changing oil in the driveway. When we moved in, it wasnt' a problem. That, and we were not allow to put a dish on the roof without prior approval that it wasn't in an ugly spot. What is that? That was a stipulation about 12months AFTER we moved it. So we had to take down the stupid dish that had been up for a year, and go to cable, since we couldn't get a signal without the dish being on the roof. Oh, and we couldn't take it down ourselves, we had to have a receipt to 'prove' we had a professional installer take it down.
But yes, the auto withdrawl I would be hacked off about. I usually paid our dues quarterly or every six months.
