My utility companies offer budget pay anyway - they average out your last 12 months payments and charge you that amount per month for a year. At the end of the year they either bill you the difference if higher or adjust the amount if lower. Helps with the budgeting process, that's for sure, since our bills vary quite substantially from summer to winter.
