I thought I posted this last night but I guess I didn't save the message.

Hi and welcome to the board. You will find a lot of great advice here!

I think the short answer to your question is "it depends". What I mean is, a budget is a personal thing and there is no one size fits all spreadsheet.

Here is what I would do. First and foremost, get thee a savings account

In addition to what Bex and Mary Ann have said, a highly important part of the budgeting process is to be comparing what you are spending with what is actually going out - this helps catch the leaks.
Also adjust the budget as you need to - sometimes extra costs come up - other times costs change.

Basically when you budget, you are forming a plan of where you money will go. If you don't then track where your money is going, it is really easy to spend money without actually realising that you've done it until later. If the money is going out on small things like, for example, a coffee here and a lunch out there then it can make or break a budget. I think that I phrased the last post a little badly.

Sorry to hear you're sick. So many people I know are coming down with something (must be an end of season thing ;) )

As for ING what I am about to tell you is how it works in Canada (so it may be different then the US). What I did is fill out the request form online. I then had to "snail-mail" ING a cheque written out to myself from the chequing account that I wanted the account linked to. You can do this for any amount (I did mine for $20.00).

I too have an ING account, and I have had to use the customer service line, and they were great. I felt nervous about using it, too. But, I have had no problems. I use their savings accounts and I have some GICs with them.
