So when do I see this money?

Dumb Sibling strikes again. I wrote about him the other day.
Some backstory: he spent away a huge wad of money -- a nightmare sum -- and he is in debt up to his eyeballs. He tried to hit me up twice for a loan -- right, I have 30K for you my arse -- and twice he was told no.
I own a home with him -- via an uncle that left it to us. Heavens knows I would not be so stupid to buy into a home with Sibling.
Property taxes are due and he didn't have the decency to tell me he didn't have his share; I find out when I ask.
He's crazy: he starts a fight and insists "I will pay my half next week at the town hall." It is NOT set up that way; you cannot just pay half if you own half of a property: the whole schmengy is due on one date and no two ways about it.
He expects me to front the money.
I am out of a job and I am worried sick where my next employment will be -- I have applied at 20 places and have gone on exactly one interview. I got a "Dear SMB" letter telling me I was runner up. Big deal.
Sibling knows I have a plateful of trouble; I got into another screaming match with him at 6pm and I am pretty sure everybody heard me. Know what? Who cares.
Not fair to put this kind of an onus on me and not fair for me to foot what is YOUR bill.
To top that off, there is a leak upsstairs. God only knows how much this is going to cost. Who fronts that -- me, also?
He won't believe me when I tell him that tax collectors take an arrears in payment seriously. Nope...I swear to God he is off in a fantasy land; it's like he is still 14 years old and in high school.
While I was having it out with him, he left with me screaming at him; he packed up his gym stuff and took off in his car like nothing was the bloody matter. When does this sh!t with him end?!
He works retail and his base salary is 8 an hour. They were cutting hourly pay last spring; he should have gotten the hell out then -- he found a job in September and by March he was gone; he chose to go back to the same retail chain that was paying him $8 an hour.
"If I put my mind to it, I can make a lot in commission"?! This is fantasy -- you are not only living on money you do not even HAVE yet -- blimey, retail sucks! Especially now: every consumer report is nothing but dismal for retailers: people just do not have the money to buy!
He cannot understand this concept. He refuses to wake the eff up and grow up and do something about his situation.
Back in the day, he made a pretty good piece of change in that place, commission wise. Not ONE red cent of it is in the bank. What was he doing with that money?
This home is free and clear and it is literally peanuts to live in it. Yet he aint' got his share of the money for anything around here. Get your tail in gear, get a higher paying 9-5 job and get a second job to supplement that one! That's why I strongly suggest you do!
Last summer, his car was repoed. He had somebody buy him out on what was left of that lease...what has he got now? a crappy import that is costing him -- and wait for this one -- $600 a month in lease fees. "My credit is not stellar" was the reason!
he is stuck with this thing for five years. by the time the lease is up, it's how much? he could have two new tin cans for that price; the thing costs 12K new! See where this is going?
You can't find a used car??? "NO. I don't want a banged up car..." Dude: lots of people prefer used cars! This is how you save your money; you find a fairly good used car for a reasonable price...and you drive it into the ground and get your money's worth out of it!
