I did the budget plan at my condo in Michigan and I liked it quite a bit.

Do you rent? Maybe it's just in the states I've lived in so far, but I've always had landlords have to legally provide heat and hot water for free (Well I'm sure it's included in the rent, but still).

I couldn't wait to live in my own house and be the controller of the thermostat. I swear -- my dad had an alarm on that dang thing. You'd turn it up (winter) or down (summer) and he'd come running to "fix" it. We lived in a large home, so I'm sure it was necessary to keep the temps turned low (or it could be because my dad grew up poor and was raised to keep things at a bare minimum),
