try to sit your husband down and just talk to him and tell him how important it is to you to keep the cards paid off. Then show him how much money he is throwing away in interest a month. Maybe if he see he working just to put money in some banks pocket and how much Things will get better.
Given his past behaviour, you likely have the data you need to figure out exactly how much you need to save for vacations. I would make that a goal.
I agree with others - this is something that requires a conversation, and here's the hard part - he can't feel attacked during the conversation. That may require a glass of wine on your part :)

Here is what we did so my husband could stop working a second job because we felt like after 8 years we weren't getting anywhere near debt free, our original goal.
We are starting a debt management program where they work with the cc companies to renegotiate rates an make a lower monthly payment than all of our cc minimums added. Then you close your cc accounts and don't use them, but for us we will be debt free in 4.5 years. If you guys did that then the cc wouldn't be available for use. The extra money you have each month may be something you could save for a vacation or anything else you might need.
I am just starting the program so i don't have much more info than that but maybe something to look into.
