I had DH call the CCs again today to see if we can get a lower rate (not this time). Citibank said we were at the lowest rate available to us right now. Discover is sending us a form and DH said that we're supposed to propose a rate and they would negotiate with us? Seriously? I didn't talk to them, so part of me thinks DH must have gotten it wrong. In the past they've sent us a form to request a lower rate, but what DH described doesn't sound like that.
If he's right, what should we request for an interest rate? I'd love a 0% rate, but I seriously doubt we would get it. I feel like we're negotiating on a major purchase. You don't want to offer something too low or they'll just refuse you, but you don't want to offer too much because then you'll get screwed. Right now we're at 20.99%, so anything lower would be a huge help, but how low should we go? We're paying 12.76% on Citibank, so maybe try for 12%? I don't know.
Do they keep records of every time you call? I'd really like for him to call again, but it seems like a waste if they're going to tell him, "I see you called yesterday and were told this..."
Has anyone heard of this? If so has it been helpful?

We applied for the discovery card about 5 months ago and got 3.9 for two years. They have sent me three sets of checks all are at 3.9.
Citi I have one in my name that is my only credit left in my name That is an old card it is 1.9 but they don't do that anymore.
Our citi dividend just offered us 3.9 for the life of the loan about 3 months ago. and I was surprised
Just my 2 cents - I would call them again and ask to talk with a manager until I felt like I had exhausted every possibility.
