You are absolutely right in saying that sometimes it's just carelessness or mismanagement of funds. Certainly, debting is not always an illness. However, if it is compulsive and obsessive in nature and behaviour only changes for short periods of time, it is likely a disease of compulsivity.
It may be an illness for some people, but for me, if I want something, I buy it.
I don't know. Given what "expert witnesses" can charge per hour for their time, I think you can find a hired gun to say just about anything.
