I know this is totally unscientific, but still want opinions...

my wife and I got caught up in the moment and did not use a condom. She is not on any form of birth control (she actually want another child - I'm not ready)...

Anyway, it was a day after her period had ended or 7 days after flow started (however you want to look at it).

So, what are the chances she was fertile... I never can remember if a woman is more fertile just before a period, just after a period or the week between periods...

No one can give you a number. Her chances of becoming pg on CD7 depend on the length of her cycles and if she is regular or not. If she has 'typical' 28 day cycles (28 days from the first day of one period to the first day of the next) she was probably not fertile and therefore was safe. If she has shorter or irregular periods she may be at greater risk. Typically a few days mid-cycle are the most fertile times but ovulation can be delayed by a lot of factors, diet, illness, stress etc. so unless she is charting her fertile signs (basal body temperature, cervical position and cervical fluid) there is no way to know for certain when she is fertile.
