Trac, have you talked with your landlord? Maybe you could call this man and explain that you are trying your best. I mean, it can't be THAT loud. And you should mention to him that he needs to also respect you. I can't stand it when people expect things but don't give them in return.
It's so ironic that this guy who's been keeping you up with all of his racket is complaining about you wakinghim up.
If you want to keep the peace for the time being, you could swap beds with your daughter so that the dogs don't have to jump down so far from the bed. It sounds like a pretty tall bed if it needs steps. Jumping from that high onto wood floors probably does sound pretty loud in an apartment. I used to live downstairs from some really noisy people. They had no interest in quieting down their behavior. The families that had the upstairs unit before the noise ones never made a sound we could hear. It was quite frustrating for us to be awoken to their stomping. The teenage girl plays loud heavy metal music, which was a nightmare. So I'm sympathetic to the downstairs neighbor too. If you could switch beds or put the mattress on the floor for the next 3 month, maybe you could get the neighbor to agree to be quieter during the day. It could work.
i went though this when i was still in an apartment. unfortunately part of apt living is dealing with others noise, both at day and at night. he can not expect 100% quiet regardless of the hours, if he wanted that then he should have gotten a 3rd floor apartment or a single house. don't let it get to you. to heck with him. it would different if you decided to do jumping jacks at 3 am. take a deep breath and just wait out your lease. he really can't do anything to you. you aren't breaking any kind of noise level by moving around. maybe he should get ear plugs. best wishes.
