Being a manger can suck. Been there, done that, been called at 0200 in the morning, even AFTER I left the stupid job!
Maybe you can have a meeting with the parties involved, above and below you, and tighten up what constitutes a situation that needs a call to you. And make sure everyone has your contact info....what to call first, what next and so on.
Also: are they paying for what it costs you to get these calls on your cell? Are you being compensated for the time you spend on your day off taking care of this stuff - maybe comp time or OT? I find that if it hits a company in the pocketbook, only the important and significant stuff gets kicked up to a manager.
Maybe your boss needs to back you up with those below you...that you are just doing your job, not going on personal witch hunts.
I agree with the above. It's so hard to be on call and yes depression just makes us soooo vulnerable. I love the gremlin idea. It's so true. You are not alone in this.

I like Karen's idea of bringing everyone together, establish protocols for calling the heirarchy and charging OT. I always charge my time because for one company Ididn't and I burned out in 9 months. Literally.
