driving question

Hi all! This is going to sound really stupid, but I have been really afraid of driving for a long time, it's been a phobia of a sort, something that I"ve had to get over. Recently I began making myself drive places and I am starting to overcome my fear. Today however I encountered a sign I never saw before and I feel really stupid asking my family or friends what exactly it meant. I approached a red light, there were two lanes and a light was overtop of each lane. For the right lane (the one that I was in because I was turning right) There was a sign that read "Right Turn Signal" next to the traffic light for the right lane. I wasn't sure what to do. Does that mean that I have to wait for a green arrow to turn right? Can I turn right on red when there is a sign like that? The green arrow came on while I was waiting to turn but it was only for about 1 second. If I can't turn right on red, can I turn right on the regular green light or do I have to wait until the green ARROW comes up? I feel so dumb asking this but I never encountered a sign like that before, please help me so I don't have to embarass myself further by asking my family and being ridiculed! Thanks so much!

that sounds weird- if anyone made fun of you for asking that would be mean! :) just think how smart and cute reese witherspoon was in legally blonde and don't let their laughing make you feel bad! i don't want to give you the wrong answer, because laws are so different everywhere (where i grew up, it was a twin city, and there were different laws for "right on red" in each city so you had to remember the borders when driving- silly) so anyways, i say ask them- they know it better. better safe then sorry. my guess would be wait for the green arrow if i was making one- but i don't even have a car so i'm less advice and more support today!
