Dorothy ~ cute, I adore the nickname "Dot"!

Alice
Louise ~ one of my favorites, and Louisa even more so!
Ruby
Beatrice ~ love, love, love, and favorite nickname is Trixie

Leo ~ big "Charmed" fan over here
Bernard
Henry ~ one of my top 10!

I tend to like some more old fashioned names, but some of yours are just a little too much, kwim?

Helen - lovely, also like Helena
Virginia
Alice
Louise - it is nice, but love Louisa
Ruby
Hazel
Agnes

George
Arthur
Leo
Henry
Chester

The ones I don't see myself EVER embracing:

Howard - can't get past the nn Howie

Wow, you are truly an "old name" enthusiast! Very interesting list. I also like old names, but I tend to like them a little softer than these. For instance, I'm not crazy about Helen, but I like Helena. I don't particularly like Florence, but I am head-over-heels in love with Flora. Down through the list, here are my thoughts

Helen- see comment above
Mildred - again, a little harsh for me. I like Millicent a lot though, and love the nn Millie.
Dorothy - not a favorite of mine
Ruth - ok, this one I really don't like. Never have, never will.
Virginia - adore this. On my top 10 list
Alice - v. pretty
Florence - see comment above
Louise - not a fan of Louise, but I love Louisa
Ethel - I don't care for Ethel personally, but what do you think of Edith?
Ruby - cute, cute, cute
Hazel - I like this one too.
Gertrude - This has "cute" potential all over it
Beatrice/ix - Adore. Another two in my top 10
Agnes - I named a kitten Agnes once!

George - Great name
Walter - This one is growing on me.
Arthur - Great
Howard - I always think of Howard Cunningham on Happy Days
Samuel - Wonderful
Leo - I don't like this one (but I love the girl's name Leonie.)
Leopold - A friend of mine mentioned this a while ago as a favorite of hers. I don't love it, but I think I could grow to like it.
Bernard - No, I just don't like this one much.
Henry - This was my top boy's choice when I was pregnant. It was a girl, and I named her Charlotte Daisy, so Charlotte is another name we have in common. I'm not sure Henry is my top boy choice now though. Hugh may have passed into top position.
Chester - It conjures up the image of a geek to me, but it could be cool. I'll have to think about this one.

Helen- I think of s/o who is plain without an overly energetic personality
Mildred - Not a huge fan
Dorothy - Like it!
Ruth - Like it! Good old fashioned name and Biblical tie-in if that is important to you.
Virginia - Ok, but I'd be concerned about teasing in jr. high.
Alice - Like it.
Florence - Like it, but not a big fan of the nickname Flo.
Louise - Pretty, a friend just named her baby this and it is really growing on me.
Ethel - Think of I Love Lucy.
Ruby - Could work with the right last name.
Hazel - ok, didn't Julie Roberts just name her daughter Hazel?
Gertrude - Not a huge fan
Beatrice - Like it.
Agnes - I'm probably in the minority on this one, but I LOVE this name.
Charlotte - Love it!
Lucy - I know it is not on your list, but it seems to fit with the others so might be one to throw into your list.

George - OK
Walter - OK
Arthur - Like it
Howard - Like it
Samuel - Getting too popular, but would match Ruth nicely
