I think Nora is absolutely stunning, and I do prefer it over Amelia. To me, Nora is classy, graceful, feminine without being frilly. Amelia is still classy, but more...frilly and childish (perhaps b/c I only know kids w/ the name Amelia!).
As far as a NN, I don't mind Norrie/ Nori. I also think really anything with an N works (I'm loose w/ nn's, haha), such as Nell/ Nellie, Nola, Nonie (this was my great aunt's nn for her whole life).

I immediately thought of Anora (Annora) nn Nora/Annie/Norrie as a sort of mix of Amelia and Nora.
I also like that with 3 syllables it's less similar to Clara, although Clara and Nora are fine together. Love all three with your kids.
I would definetly use Amelia. Its soo beautiful! Nora is OK to me, but I hate the nn Norrie. I think Amelia nn Millie is so cute and classy!
