Sullivan is an Anglicized form of Súileabhán or Suilaibi and means "little dark eye" or "keen-eyed" in Irish. It started being used as a surname for families descended from someone with this given name, but that doesn't mean it suddenly cannot be used as a first name, as it forever has been.
It can't be "turned into" a first name ... it's always been one. LOL
