EFTA Question

My DS is in the EFTA convertible seat and has been for about 2 months.  He is currently 14 months old and is still rear facing.  My question is with the straps.  The round buckle by the lower straps digs into his tummy when he is tightened in the seat.  The shoulder straps seem tight (can only fit one finger in between the chest buckle and DS), but I just read that you shouldn't be able to pinch the strap at the shoulder.  You definitely can do that.  I cannot tighten the straps anymore though because it is digging into his stomach.  Has anyone experienced this and is there some setting that I can change in order to have him fit better in the seat?  He is not a big kid - only 21 pounds, so I don't see why this should be an issue.  Maybe it is because his shoulders and chest are small and that he doesn't have the girth for the seat.  I'd appreciate any recommendations.  Thanks!
