Itchy Labia After Shaving Legs

I last shaved my legs a week ago. Immediately afterward I noticed that my labia began to itch. At first, I thought that it was because I had some shaved off pubic hair that was making me itch, (this sometimes happens when I shave the area between my thighs and labia), but I rinsed off really well and decided to wait a week to see if the itching would stop. It hasn't. What could this be? It itches sooo badly! My labia and thighs are red from my scratching. Putting Neosporin on my labia seems to help, although I have no idea why. I have no symptoms of a yeast infection, so I haven't had to use vaginal cream, just Neosporin stops the itching. But I don't know what it is and why the Neosporin helps. It has itched every day for a week. Why isn't it going away?

Did you use any different products than usual? Are you hydrating your body enough so you aren't having skin dryness? Do you have any peeling of the skin or anything like that?
I did not use any different products than usual and even used a sensitive skin shaving soap. I have... I don't know that you would call it peeling of the skin, but every time the skin starts to heal, it also itches and I can't keep from scratching. It also smells weird, like the smell of sweat and infection. I drink 8-10 glasses of water a day so I don't think it's lack of water. I bathe every day too, or at least every evening.
My mom seems to think it's a fungus and has called it "female jock itch." But the only thing that helps is the Neosporin, not even the stuff they give guys for jock itch will work.
