We live in Tennessee and, legally, homosexual couples have no rights as partners. It's pretty sad.
Good question!
I voted other, for a few reasons...
First thing, I don't really live in a State or Province...England is a country, though it sometimes feels like a state in the United States of Europe!
Second thing common law isn't really recognised here for tax purposes, regardless of sexual orientation. Only situation where that's not quite true is for joint parents of children, but that's a whole different kettle of fish anyway.
However, as of a few years ago, we have a civil partnership scheme, which means that we get legal status equivalent to married couples in MOST situations. There are still a few loopholes, but they are actually being closed up, slowly.
So no, and yet, yes...lol

Yes, same sex common law is recognized here for tax purposes (after one year, as with opposite sex common law).
Also, same sex marriage is recognized for tax purposes.
