Like everyone else, I can't honestly answer that question. Many people and religions have tried to answer that through the ages and there's lots of different ideas about it. "Why does bad things happen to good people?"
Sadly, no one knows. All I can say, is unfortunately there's true evil in this world that attacks innocent people. :(

Why Shannon, why we all ask this question, why me, why not someone else. There is a famous celebrity in England, UK (where I live) who died recently and she had 2 kids, I just thought why didn't God take me instead of her, she had kids.
Why why why, we will never stop asking, maybe God will one day explain this too us and end our confusion and frustration.

"Why" is right! Why did he kill her and not you? I'm not saying I have any answers but I think it's a logical question for you to ask. Unfortunately, as the others have said any true answers are only going to be guesses or best estimates. Who truly knows what goes on in the mind of animal predators like your step-father?

Also please bear in mind we are trying to undertand a very very sick person here who does not think the way we do, I do not want to take away your freedom or revelation but to some extent as we are good people and our perps are not, we can never truly understand their thinking, it's because they are abnormal.
Also when trying to find answers, remember for all these perps their big thing is power and control, they need to feel in total control.
