Redness/itching/swelling of hands/feet

My mother is 60. She has a doctor's appointment next week -- but in the meantime, please advise if you can.
She's active, healthy and (as of a couple of months ago) not diabetic (though Type 2 runs in her side of the family). She's vegetarian and hasn't changed lotion/soap/etc.
About three weeks ago, she started developing a DAILY problem: at some point or points from the morning throughout the day, for no apparent reason, her hands and feet will suddenly turn red, get VERY itchy, and swell. Eventually, it goes away. Nothing seems to help.
It seems like an INTERNAL allergy or condition, NOT an external thing.
Last week one day it was severe. Besides her extremities, her face and other parts of her body got swollen, itchy and red. She happened to be with my aunt, an anesthesiologist -- who was stumped by it.
Does any of this sound familiar to anyone? Do you think this could be diabetes related?? I'm very concerned.
