imo, its ok to do, I mean look at all the celebrities and hair stylist that color thier hair through the whole pregnancy kwim? I had my hair highlighted in the later part of my pregnancy.
They usually say don't color because the chemicals from the dyes can be absorbed through the skin on your scalp and enter your bloodstream...and you know how fanatical expectant mom's have to be about putting unnecessary chemicals in their bodies, lest it pass it's way through the placenta! I don't think hair dye has been hardcore associated with birth defects or anything, but better safe than sorry when dealing with chemicals...HOWEVER...
everything I read said that highlights are okay :) (because you're not applying the chemicals all over your scalp and so it's not passed through the skin) You could always ask the OB before you do anything just to be on the safe side though!
I didn't dye my hair during pregnancy just in case but they say it's just in the first three months that it could be dangerous but I just figured I'd wait
I wouldn't bleach though I think that's stronger and if the other stuff can go into the scalp and go into the blood stream then the bleach can for sure (I know they don't use actual bleach but YKWIM)allthough if you don't put any in your scalp I guess it would be ok?

I had 3 different OB's, one for each pregnancy. They all me it was OK after the 20 week mark. I had my hair colored, bleached, and relaxed and each time my stylist said it was ok as long as I breathed thru a moist towel. I don't know how you could do that and do your hair at the same time...hey get dh to do it!
Highlighting actually doesn't touch the scalp much so there would be no significant absorption. Most OBs are fine with it. I waited until 3rd trimester to be safe, but there's no great research indicating any damage to the babes in utero, as far as I know.
