Clinton is culpable because of what he did not do, not because of something he did.

I seriously doubt that Clinton had any idea of what would happen on 9/11, but the fact that remains is the intelligence was wrong because the CIA could no longer gather the intelligence in the manner they were accustomed to.

The CIA used to be able to use satelite imagery, and communication intercepts to verify hard intelligence they would obtain from either their operatives on the ground, or from their informants. Since both the operatives were reduced by over 70% around the world, and they could no longer use "undesireables" as informants, their hands were tied, and the information was spotty and not as reliable. This is what I put the blame on the Clinton Administration for, but I dont see what was done as criminal negligence as some have asserted.

Clinton had a foriegn policy that worked a lot better than the one the current moron we have in office.

I think that has been explained well by another poster in this thread. We didn't have anything on OBL to use for a conviction at the time.

Arming a predator drone and bombing OBL never required a conviction in a criminal court any more than shooting cruise missiles at him did.
