Granted, this isn't quite the same...but it appears that there is an ongoing problem that the community (& I'm pretty darn sure the military command) knew about. No one addressed it & now a 16 yr old girl is dead.
Girl's death at Fort Lewis may be drug related, Army says

FORT LEWIS -- The case of a 16-year-old civilian girl who died at a Fort Lewis barracks was possibly drug related, Army investigators say.
Chris Grey, a spokesman at the Criminal Investigation Command headquarters at Fort Belvoir, Va., wouldn't specify Wednesday what drug or drugs may have been involved. Toxicology results are not expected for at least a week.
Grey said the dead girl and another 16-year-old civilian girl who was found passed out at 3:30 a.m. Sunday were acquainted with a soldier in the barracks.

The military were very short of volunteers & lowered the standards for joining. Could this be the result?

Sounds as though the girls put themselves in a dangerous situation. Not that the girl deserved to die. Putting oneself, an underage girl, amongst a bunch of soldiers away from home.... No good could come of it.
Oh, I agree that the girls were pretty naive puttting themselves in that position to begin with...but the more I hear on the news, the more likely it sounds that those in charge were looking the other way.
