Being in the Air National Guard does not exclude the possibility of being sent to war.

Although the Air National Guard was not established as a separate reserve component of the U.S. Air Force until 18 September 1947, National Guard aviators have played significant roles in all of America's wars and most of its major contingencies since the First World War era. They have also aided their states in coping with natural disasters and civil unrest since the mid 1920s.

Point is, service in wartime has not been a recent Democratic concern, up until now....

I think joining the ANG was a way to avoid vietnam AND be a fighter pilot (like his dad). My understanding is Bush had no hope of securing a position as fighter pilot in the air force. Joining services such as the Air Force (or Navy) were ways to avoid being drafted into the Army, which usually meant infantry and a tour in Vietnam. Many sought to avoid this, some did better than others at avoidance...
